An LPR Observation

Tom Z. Collins, in an editorial essay in The New York Times, March 19, pointed out that the Biden administraiton "continues to avoid direct conflict between NATO and Russian troops." Why then, does the U.S. give Russia the impression that it will not be satisfied until Ukraine becomes a member of NATO, thereby placing NATO right up against the Russian border?   After all, President Biden constantly tells us the view of the intel community on Putin's intentions; is it unreasonable to speculate that Putin's intel sources advise himn that Washington won't be satisfied until NATO reaches the borders of Russia -- and for what purpopse?
