A War on the First Amendment?

How come, if the First Amendment guarantees the right of the people to petition Government so that they can get their grievances redressed, Tea Party people who want their grievances redresses are denounced as "anti-Government?"

Or, in today's topsy-turvy age, has it become anti-Government to went to petition Government. Wasn't that the way it was in the Soviet Union: where people seeking redress of grievances were whisked away to gulags, except when they got a bullet in the neck?
