JULY 11, 2007 --

One nice thing about the Fourth of July in New York City is we don't see those swarms of agents going about afflicting motorists with costly parking tickets.

(The Declaration of Independence criticized the swarms of officers sent by King George III to overrun the people.)

But the mayor's traffic officers are there the other days, hurriedly zapping out their high tech scanners to read our registration and inspection stickers the faster to get out the traffic tickets.

With nary a public official or media outlet urging the mayor to ease up on an oppressed and stressed people.

Note that the agent served this summons on LPR, and her partner preferred not to face the LPR camera -- but did not keep from laughing, honking their disdain as they drove away.

But would you believe, the mayor -- or a staffer, actually responded to a certified letter from this writer and dismissed one summonses -- I think it was the summons served on LPR while he was working, pro bono, as small claims arbitrator in Bronx County, May 29.

Other summonses that were served as LPR stood helplessly looking on have not been dismissed.

What a boon for the mayor and his municipal treasury: those of us who, reaching senior citizenship, walk with slower step and get back to the car from local shopping a moment after the meter has run out -- with the traffic agent on hand with his trusty registration scanner.

So often has LPR seen agents at the LPRmobile, scrolling out a summons, LPR believes something other than coincidence is at work. Perhaps those scanners also zero in in cars registered in the names of perceived PVB enemies?

July 3, LPR again was serving pro bono as small claims arbitrator in Bronx County. After this non-pay work, LPR walked the three blocks to the Yankee Stadium press gate. The Yankees were playing the Minnesota Twins that evening.

Having missed the arrival of Mayor Bloomberg, LPR was on hand as the mayor left, in the 7th inning with the Yankees winning.

Curiously the LPR camera did not want to get a clear image of the mayor. Earlier it was reluctant to get a clear image of Mrs. A-Rod.

The LPR camera also chose not to get a good image of Jerry Springer and refused to get an image of disabled Jason Giambi as he left the ballpark during the game, allowing me only this image as Giambi walked to the Yankee parking lot.

It is reported that the mayor arrives at the stadium by means of the subway. Earlier this season, LPR took the subway to the ballpark, finding the experience somewhat close-fitting.

(Are commuters to expect such close quarters when the travel tax kicks in?)

LPR believes that the mayor usually leaves the ballpark by others means of transportation.
