In Manhattan, October 7, I rushed out of a Barnes & Noble store -- where I use my laptop while my electricity and phone remain cut off -- to put more quarters in the parking apparatus. A summons man beat me to my car.

Time on ticket -- 5.04 p.m.. Time on expired parking chad: 4.59 p.m. Amount of fine: $65.

As Public Advocate I will be mindful that once we were aggrieved by a ruler who "sent hither swarms of Officers to harass our people and eat out their substance."
