If the House retains its Republican majority, if the Senate gets a Republican majority in Novembers elections, and if Senator McConnell remains the GOP leader in the Senate, President Obama will continue to work his will over a compliant Congress with Republican majorities in the two houses which, GOP establishmentarians will note, are merely one-third of the entire Federal governing system.
