… that after
private vehicles are banned from Manhattan below 96th Street (only
taxis, limos, bicycles. pedicabs and horse-drawn carriages to be
permitted), the city will make up for revenue lost from parking violations
by issuing fines for
pedestrian violations, with PVB below 96th Street now to refer to Pedestrian
Violations Bureau.
Added to jay-walking and crossing against the light violations will be, among
other offenses: walking under the influence; walking while cell-phoning; triple-walking
(three abreast); walking while eating; walking wearing inappropriate dress,
pushing baby carriage without tie-belt to carriage --and,of course, pushing
baby without seatbelt.

Pedestrians likely
will be required to wear hard hats, on pain of fine, followed by suspension
of walking privileges.
Pedestrian licenses will be required,
including temporary walking permits for visitors and illegal entrants.
