A Washington Post story, July 15, 1998, p.A8, by staff writer Juliet Eilperin reported that according to House Speaker Newt Gingrich Republicans would "pass 13 annual spending bills, [and] would approve legislation protecting patients, curbing teen smoking, reforming securities legislation, reducing taxes and revamping the public housing system."

These plans, according to Speaker Gingrich, per the Eilperin story, were aimed at clarifying differences between Republicans and Democrats.
