The Surtax on Poverty

If these are difficult economic times, just possibly this writer is not the only citizen presently lacking the means to pay his state and federal income tax.

The most recent tax bill I received from New York State includes items for interest and penalties (along with some threats about taking property to satisfy the tax claim).

LPR wonders why the New York state legislature and governor do not regard such interest and penalties, in this context, as a tax on poverty?
