Transforming PVB Procedure in
New York City to Queen of Hearts Rules


March 1, 2014 --

A letter LPR's proprietor received from the New York City Finance Department, dated February 11, 2014, states, in pertinent part: "...upon receiving a summons you have 30 days to pay the fine...." On November 17, 2013, the LPRmobile was given a summons for parking in a bus stop. The summons stated, in part: "YOU MUST ANSWER WITHIN 30 DAYS OF THE DATE OF THIS TICKET."

On December 5, 2013, eighteen days after the summons was placed on the LPRmobile, the Finance Department sent out, on this matter, a "PRE-PENALTY NOTICE OF UNPAID VIOLATION." Apparently the 30 days' time to answer is no longer effective. Apparently, service of a parking summons in New York City is also a determination of guilt. LPR merely wonders when this transformation of administrative procedure will be applied to criminal justice.
