A letter LPR's proprietor received from the New York City Finance Department, dated February 11, 2014, states, in pertinent part: "...upon receiving a summons you have 30 days to pay the fine...." On November 17, 2013, the LPRmobile was given a summons for parking in a bus stop. The summons stated, in part: "YOU MUST ANSWER WITHIN 30 DAYS OF THE DATE OF THIS TICKET." |
On December 5, 2013, eighteen days after the summons was placed on the LPRmobile, the Finance Department sent out, on this matter, a "PRE-PENALTY NOTICE OF UNPAID VIOLATION." Apparently the 30 days' time to answer is no longer effective. Apparently, service of a parking summons in New York City is also a determination of guilt. LPR merely wonders when this transformation of administrative procedure will be applied to criminal justice. |
